Incorporated in 1954 by municipal officials and civic leaders in the greater Burlington area, GBIC was established to create economic opportunities for future generations. Our vision today is the same as it was all those years ago: a thriving region that offers meaningful employment in an uncompromised natural environment, enabling present and future generations of Vermonters to live, learn, work, and play in the greater Burlington area.
A graduate of the University of Vermont and the former Commissioner of Economic Development under Governor Howard Dean, Frank has served as president of GBIC and Cynosure since 1998. Frank sets strategic direction for GBIC, drawing on his deep understanding of economic development and the conditions necessary for long-term economic growth in Vermont.
Frank has owned numerous successful businesses in the Burlington area, served as executive director of Franklin County Industrial Corporation, is a licensed real estate broker, and once managed to book Bob Marley & the Wailers at the Flynn Theater. Frank serves on numerous boards, including the University of Vermont Board of Trustees, the National Association of REALTORS, the Vermont Technology Council, the Workforce Development Council, and the Vermont Center for Emerging Technologies.

Sam brings over 20 years of experience in economic development to GBIC, where she works with Chittenden County municipalities and employers, and manages the Regional Project Prioritization List. Previously the president of the Central Vermont Economic Development Corporation, Sam was a real estate licensee from 1991-2016 and is a retired Chairperson of the Vermont Real Estate Commission.
Sam was a Gubernatorial appointee to the Commission on Wind Energy Regulatory Policy, the Commission on the Future of Economic Development, and the Private Activity Bond Advisory Committee, and currently serves on the Vermont Electric Power Company Board of Directors. Sam is accompanied at her desk by her dog, Hemi, a German Shepherd who enjoys an occasional warm croissant from the bakery across the street.

After 30 years at the Vermont Department of Economic Development, Curt “retired” in 2007…and then joined GBIC. Curt focuses primarily on permitting and site development, having worked on hundreds of major projects throughout his career. While at the Department of Economic Development, he founded the Vermont Business and Industry Expo and the Vermont Investors Forum, and provided environmental permitting assistance to major projects in the state.
There are few people in Vermont who know more about land use and development regulations than Curt, who has worked as an Act 250 advisor since the law’s enactment. He has served locally in numerous town positions and is currently president of the Jericho Community Development Corporation. A graduate of the University of Vermont, Curt is happiest when he’s enjoying the outdoors.

Alex joined GBIC in 2022 after graduating from Middlebury College with a double major in mathematics and political science. Alex meets with business leaders in the field to understand their challenges and connect them to the programs, individuals, and organizations they need to succeed. Alex additionally oversees GBIC’s research and government advocacy teams.
Prior to GBIC, Alex worked as a government affairs intern for Downs Rachlin Martin. He also has experience working for government agencies in his hometown of Albany, New York and on political campaigns at the local, state, and federal levels. He currently serves on the Burlington Board for Registration of Voters and volunteers with the King Street Center and MENTOR Vermont. Outside of work, Alex enjoys reading, running, and perpetually refilling his beloved old sports sedan with oil.
